The postulation of My Lord Alfonse Owiny-dollo on the paradoxical Executive Order.
On 19th May 2023 president of the Republic of Uganda, Gen. Yoweri Kaguta Museveni issued Executive Order 03 2023 of which among others expels Balalo living in Northern Uganda illegally. Before the order comes to play, the president was propelled to extend its enforcement by three months, when his brother Gen. Caleb akandwanaho, Chief of Operation Wealth Creation wrote to him, advising that these Balalo herdsmen should be verified before expelling them, since a good number of them acquired land legally. After the first extension, the president again pushed the implementation of such on grounds that he is still reading the reports of the varification, reaching the local community living with these herdsmen, which later took place in Okidi.
