HON. NORBERT MAO WAS NOT DUPED TO ENTER INTO A COOPERATION WITH NRM GOVERNMENT.

 


I am writing in response to an article released by Hon. Olanya Gilbert entitled "DP duped by M7....... does the opposition hold water?" 


In July 2022 Democratic party represented by its  president, Hon. Norbert Mao joined a cooperation with NRM government under the stewardship of Museveni. The signing of this agreement was witnessed by Secretary General of both parties, Rt. Hon Richard Todwong and Hon. Dr. Sirande Gerald respectively. As usual the news of the agreement caused a lot of controversies on all spheres of media and other fronts. Multitudes castigated and were even willing to castrate Chairman Mao for the agreement whereas some section of the population including personalities like Gen. Muntu say the agreement should be given benefits of doubt.


Looking prudently into the cooperation terms, it does not indicate clearly anything to do with transition, a talk that everyone is gossiping about of late. Among the key terms of the agreement was; President General Norbert Mao as Minister of Justice and Constitutional Affairs will be the lead minister for coordinating the National Dialogue and the whole of government response on Constitutional Reforms with the mandate to coordinate Budget proposals in the Justice Law and Order Sector. The Ministerial portfolios and other public sector appointments offered to the Democratic Party targeted areas where DP expertise would provide a fundamental inputs to the NRM Government.


The agreement talk again hit the limelight when president Museveni had an interview with KTN celebrated journalist Sophia Wanuna on Saturday 16th October 2022. The social media was again swept by a number of criticisms coming from Mostly the oppositions in Uganda claiming that President museveni has succeeded in duping Hon. Minster Norbert Mao and others saying President Museveni has now trashed the agreement of the two parties. All these followed president's response to the KTN journalist putting it crystal clear that their agreement with DP has nothing to do with transition. It is true that Minister Norbert Mao has been cited a number of times trying to relate the cooperation with transition in Uganda.


The baseline and the fact of the matter is, what is stipulated in the agreement should remain clear and nothing added to. President Museveni just wanted the discussion of transition and his agreement with DP Norbert Mao not be mixed up, and this does not mean President Museveni is now failing the agreement, the way some oppositions are trying to interpret it.


DP president General Norbert Mao has neither done any wrong by talking about transition because his emphasis about transition is a very clear attempt to let oppositions improve on their arguments/talks of struggle to at least transition which sounds more modest and civilized. Minster Moa is trying to speak something that both oppositions and government will understand. It's definitely not easy being this man.


For Hon. Gilbert and other Ugandans to think that Chairman Mao has been duped by president Museveni is, counterfactual talk, since most of the terms of the agreement are being implemented. Secondly, most of the oppositions icons in Uganda now worked with President Museveni at some point. Rtd Col. Dr. Kizza Besigye spent more than a decade with president Museveni and just parted ways in 1998, Gen. Mugisa Muntu was the longest UPDF army commander and now the president of ANT ,and many others. It's very realistic for Ugandans to give Mao time just like Gen. Mugisa Muntu said. If Chairman Norbert Mao in anyway sees that the agreement is not working, the right is incumbent upon him together with DP leadership to decide, after all it is not permanent deal.


Taking a leaf from Kenya's politics, in 2008, Rt. Hon. Raila Odinga a great opposition icon entered into a coalition government with the then president H.E. Mwai Kibaki, a level of union way beyond that one of Chairman Mao and president Museveni. Raila Odinga remained uncompromised and opposition figure till date.
