Corruption in Uganda is a character issue and blaming the government will offer no Solution
Corruption is one of the biggest vice in this country. Previously, embezzlement of office petty cash w
as the most common, graduating to theft of billions meant for government programs. Corruption has now turned into a fully fetched cancer eating up different government departments and entities, Non Governmental Agencies, private companies and many others.
In 2021, IGG and UBOS released a report putting Police top in corruption with 70%, Courts 53%, Land tribunals 53%, Public hospitals 47%, District Service Commissions 45%, Agricultural Extension services 43% and others follow. This continues to happen yet NRM government had made and still undertaking a number of attempts in curbing the evil;
Upon toppling Government of Gen. Tito Okello Lutwa in 1986, NRM Government established Inspectorate of Government by the Inspector General of Government (IGG) statute in 1988. However, it was later entrenched in Uganda Constitution in 1995 tasked with responsibilities of eliminating corruption, abuse of authority and of public office among others. On IGG, Uganda Government under the stewardship of president Yoweri Kaguta Museveni created State House Anti-Corruption Unit (SHACU) in December 2018 with function to receive corruption information from Ugandan citizens over a secure and confidential online platform and act accordingly.
IGG and SHACU need to expedite their efforts in fighting corruption because their failures to support the investigation and trial of corruption suspects, is breeding sense of impunity, since other Ugandans observe that some people can squander government funds and go free without punishment.
As government puts up spirited efforts and commitments in minimising corruption in this country, it is very clear that success will only come when all citizens take on the challenges and responsibilities in campaigning against this irregularities, Whistle-blowing and other measures. Because corruption is spread all over Uganda, and it looks like everyone is corrupt thus becoming a character issue, the struggle to instil an "Anti-corruption" character will have to start from home, churches, schools and others.
The bottom line is, parliament should passed tough laws against corruption, implementing bodies with good will should do the needful and citizens have to fully support all processes of fighting corruption.
